By considering the needs for water supply to different cities at the downstream of the East River (150m3/s) and waste assimilative capacity (267m3/s), the minimum flow for water sustainability in the East River is 417 m3/s.  However the percentage of days with streamflow exceeding 417 m3/s is only 60%, reflecting the threat of water sustainability in the East River Basin.

The water challenges can be met through integrated river management ¡V including emphasis of reservoir operation on flood control and water supply, provision of effective wastewater treatment, and water and soil conservation.
