Ir Yiu-ching Lo graduated from the University of London in 1970 and further obtained his MSc(Eng) in civil engineering from The University of Hong Kong in 1980. He is a Fellow of the Institution of Civil Engineers; a Fellow of the Institution of Structural Engineers; a Fellow of the Hong Kong Institution of Engineers and a Member of the China Civil Engineering Society. He has also served as the Institution of Civil Engineers’ Country Representative for Hong Kong.
Ir Lo has been engaged both in Hong Kong and overseas in the administration, planning, design and supervision of major capital works projects in civil and structural engineering, including multi-storey buildings, slope works, construction of roads and bridges, reclamations and port works and new town development. In 1970, Ir Lo started his career with Ove Arup & Partners in London as a Project Engineer. He joined the Hong Kong Government in 1974 as an Engineer in the Civil Engineering Office of the then Public Works Department and was promoted to the rank of Chief Engineer in 1991 when he was responsible for the urgent implementation of the large scale and complex West Kowloon Reclamation, one of the ten Airport Core Programme projects. In 1996, Ir Lo was transferred to the Territory Development Department to take up the post of Project Manager. He was appointed Director of the Civil Engineering Department in 1999. In 2000, Ir Lo was promoted to Director of the Highways Department in charge of developing and upkeeping the road network as well as planning and implementing of railway development. Before retiring from civil service, Ir Lo was the Permanent Secretary for Environment, Transport and Works, administering seven Works Departments with a staff of nearly 20,000.
Ir Lo has been appointed as a Distinguished Adjunct Professor in the Department of Civil Engineering, The University of Hong Kong from 1 September 2003 to 31 August 2010.
